What do international students need to do to apply to RVCC?

RVCC has a section on their Apply to RVCC page for international students, and the International Student Packet contains this information. The steps include getting high school or college transcripts officially evaluated by one of the organizations belonging to the National Association of Credential Evaluation Services, applying for form I-20 (Certificate of Eligibility for F-1 Student Status), and proving that you will have financial support and room and board.
